For 800 Microsoft Points, Halo Wars Historical Battles provides you with 4 multiplayer maps.

Barrens: Difficult terrain channels units into killing zones. The side that controls the Forerunner artifacts will have the advantage (1v1 Map).
Blood River: Secure base locations on nearby cliffs overlook this naturally red-tinged river. The soldiers that fought over its two narrow crossings gave the river its name, which has since taken on a greater meaning (1v1 Map).
Glacial Ravine: A snow-topped mountain range forms a natural barrier that cuts this region in half. Control of the two energy walls at the narrow central pass often determines the outcome of the battle, though clever use of the Sentinel Factories may play a role as well (3v3 Map).
Memorial Basin: The high ground in the middle offers good cover for infantry, while the generally open terrain transforms organized battle plans into bloodbaths (2v2 Map).

All of the maps are pretty to look at, there's no doubt about that. Whether you're crossing the bridges over the rushing water on Blood River or wreaking havoc in the snowy landscape of Glacial Ravine, your eyes won't get bored. The maps feature a lot of rare things too, such as single bases and the flood. These simple things make great additions to your experience. Unfortunately, to RTS gamers it's not the map that counts, it's the experience. Hardcore players want more gametypes and tools rather than arenas to battle on. And for 800 points, 4 maps isn't likely to satisfy. That's not saying it won't though. There are people out there who will get a kick out of this. If you're craving new maps for Halo Wars, then this is for you. If not, then you have no reason to buy it.

Historical Battles also adds 4 new achievements worth a total of 100 points:

Tour Coming Through: Hot drop 50 squads to your Covenant Leader in a single game on Memorial Basin (30 points)
Never Leave a Man Behind: Finish a game with 5000 net resources contributed to your teammates on Barrens (15 points)
Drain Cleaner: Kill 20 enemy squads with a continuous Covenant Leader Power on Memorial Basin (30 points)
Killjoy: Disrupt 5 active Leader Powers in a single game on Blood River (25 points)

+ 4 fun new maps

+ New achievements

- 800 points for just 4 maps is pretty steep

? Are non-fans going to be enticed by the new maps?

Yup, that was it, and that's what I was doing.

I seem to be doing that a lot these days.

It'd probably sell more if the new gametypes and maps would go together for 800.

It should cost 0 Microsoft Points. I've said it before, and I'll say it again: If Blizzard Entertainment can release a new map every bloody week for roughly 5 years for it's RTSes, for free (and also include free online play), there's no reason Microsoft Game Studios can't do the same.

The very existence of this Map Pack is a slap across the face of any self-respecting RTS gamer.
