EDIT: Now there appears to be a message from the President of Bungie saying that the publisher called the announcement off. I personally believe this to be fake for a few reasons (even though many Bungie members confirmed it).

A publisher has no control over this kind of thing.

The message was posted at EXACTLY 7:00.

They would pass the idea of announcing something by the publisher and everyone first.

The image that was there before 7 was named "Reboot_homePage_03.jpg" the new one with the "letter" is named "Reboot_homePage_04.jpg"

They said this in the last Bungie Weekly Update:
